Considering the difference in culture and history in the regions and countries, the building method of the social system including disaster response is proposed, based on human's disaster cognition & action mechanism and real situation of disaster response ability of industry, government, academia and civil society.
The methodology to protect the regional history and culture from a disaster and to deliver them to the next generation is investigated.
