- Born in New Zealand, he has worked with the National Institute for Water and Atmospheric Research (NIWA) in New Zealand and the International Research Institute for Climate and Society at the University of Colombia to conduct research on the use of climate information in industry and government planning and management.

He has also been involved in the drafting of the Hyogo Framework for Action, the preparation of reports on the Global Platform for Disaster Risk Reduction, the publication of the UNISDR, the Disaster Reduction Glossary in 2009, and other UNISDR publications. After retiring, he returned to his home country of New Zealand, and he served as a chairperson of the 1st World Bosai Forum and the 2nd World Bosai Forum (as a chairperson of its International Advisory Committee). He also served as a part-time professor at the University of Victoria Wellington and a visiting researcher at the University of Massey.
