'Leave no one behind' is one of the core principles of the SDGs. The Sendai Framework also states that there must be a broader, more people-centred and precautionary approach to disaster risk.
Inclusive BOSAI is the concept of disaster management that does not leave anyone behind, including people with disabilities, the elderly, children and people with medical care, pregnant women, children and foreigners. The need to put this concept into practice is demonstrated by the lessons of the Great East Japan Earthquake and other disasters. Unfortunately, it has been reported that the death rate of people with disabilities in the Great East Japan Earthquake was approximately two to four times higher than the general death rate, and in terms of disaster-related deaths, such as illnesses caused by the physical and mental strain of evacuation and other disaster-related causes, the proportion of people with disabilities in disaster-related deaths in the Great East Japan Earthquake was approximately 25%. The mission of the present Laboratory is to examine the reasons why so many people who needed to be taken into consideration were harmed, and to find ways to prevent this and solve problems.
To achieve this mission, a multifaceted approach is needed, such as listening directly to the people concerned, integrating health and medicine to realise inclusive disaster management that fully takes medical aspects into account, or developing applications for individual evacuation plan development. Until the UN World Conference on Disability and Disaster Reduction in Sendai in 2015, opportunities for people with disabilities to express their views in practice were limited, as awareness of 'Nothing about us without us' spread, and the importance of fully listening to those who actually need support and developing individualised evacuation plans became more and more important. The importance of developing evacuation plans is being emphasised. In addition, many people who need support have medical challenges, and the involvement of health and medical personnel is essential for inclusive disaster management. Furthermore, application is one of the essentials in order to develop individual evacuation plans and to update these plans promptly according to physical and environmental changes.
Based on the above-mentioned background, the present Laboratory is trying to confront the solution to this difficult problem in order to realise disaster prevention in which no one is left behind.
