From this perspective, we will launch the Disaster Resilience Co-Creation Research Project and provide grants for collaborative research according to the following guidelines:
Qualification for application:
Eligible researchers for scientific research funding application to Kakenhi (Grants-in-Aid for Scientific Research of Japan), or IRIDeS counterpart member satisfies the qualification to apply Kakenhi.
Application Deadline:
Electronic submission by April 16, 2025 (Wednesday) 17:00 Japan Standard Time (strict deadline)
No extensions will be granted. The deadline for the previous year's research report is scheduled for the end of April, so please submit with ample time.
Research Topic:
Research Topic (1): Studies related to the development of the Disaster Digital Twins and the Disaster Data Utilization Center (DDUC)
a. fundamental research on the development of digital twins.

Amount of Application: Up to 1,000,000 JPY per project.
b. Fundamental research on the development of DDUC* <New>

Amount of Application: Up to 1,000,000 JPY per project.
* Disaster Data Utilization Center (DDUC) aims to bank and promote the utilization of disaster data, including hazard science, human health impact, social impact, and data on response, recovery, and reconstruction. DDUC will gather any data from text, numerical, image, video, and sound objects. The simulation data will also be collected.
This collaborative research project aims to establish and promote DDUC by establishing rules for collecting and utilizing data from diverse fields of research. Inter- and transdisciplinary ideas are welcome. The use of artificial intelligence (AI) for curation, creation of meta-data, and data provision can be included. This call for proposals welcomes research on publicly available data and data only for researchers, and researchers on ethical and copyright issues.
Research Topic (2): Research contributing to the enhancement of disaster resilience, related to the research content of four key research areas.
- Quantifying disaster resilience
- Human resilience
- Disaster information curation
- Disaster resilience co-creation
Amount of Application: Up to 500,000 JPY per project.
Research Topic (3): Research on elucidating social dynamics using Human Mobility Data.
Research utilizing Human Mobility Data to analyze social dynamics during disasters and contribute to the improvement of disaster resilience.
Amount of Application: Up to 500,000 JPY per project.

Please form a research team with at least one faculty member from IRIDeS. The principal investigator (PI) should obtain approval from the head of their affiliated institution to submit this research (separately using the designated form).
Application by a faculty member from Tohoku University (including IRIDeS) as PI:
Please form a research team consisting of at least one faculty member from IRIDeS and one researcher from outside the university.

Reviewing Process:
The Strategic Promotion Committee of the Disaster Resilience Co-creation Center will conduct the evaluation using methods separately specified. Notification to PI will be sent via email in
early June 2025.
Considerations and Evaluation Criteria for Proposals:
In the selection process, the proximity of the requested amount to the maximum limit will not be considered in the reviewing process. The evaluation will be conducted based on the following criteria:
Necessity:
- Whether clear research direction is provided regarding the hypotheses to be validated.
- Whether the research theme adheres to the objectives of each application topic outlined in the call for proposals.
- Whether it includes challenging content with novelty compared to similar studies.
- Whether it contributes to future research at the Disaster Resilience Co-creation Center.
Effectiveness:
- Whether appropriate methods have been chosen to achieve the research objectives.
- Whether the research team covers the necessary research areas to achieve the objectives.
- Whether the research capability can be expected based on the track record of related research.
- Whether substantial collaboration between researchers from the Co-Creation Center and those affiliated with other research institutions is expected.
Efficiency:
- Whether the budget size is appropriate for the plan.
- Whether the expenditure contents are reasonable considering the plan.
- Whether the expenditure is not predominantly focused on purchasing goods or personnel costs.
- Whether the research period is appropriate for the research goals.
- Whether the research ethics is appropriate.
Important Notice:
Please include the minimum necessary travel expenses (such as travel between research institutions) and essential operating expenses (such as usage fees for existing equipment used during visits to the research institute, purchase expenses for consumables, etc.) required for collaborative research. The administrative execution of costs will be handled by the administrative department of IRIDeS through the responsible faculty member.
* The research period for the same project is limited to a maximum of three years.
Required report submission of the adopted projects:
At the end of the research period, please submit a report summarizing the research content and outcomes, as well as detailing the utilization of research expenses, using the designated format. Additionally, we kindly request your participation in the Joint Research Symposium (typically held in mid-July) after the conclusion of the research. This symposium serves as an opportunity for exchange and the development of new collaborative research through interactions with other research projects conducted during the same period. Therefore, we expect the attendance of PIs.
Joint usage resource of IRIDeS:
Additionally, we plan to enable the analysis of the Human Mobility Data (provided by NTT DOCOMO Insight Marketing: Mobile Spatial Statistics) under the management of the Disaster Resilience Co-creation Center. If you wish to use this data, please specify your request accordingly. We recommend consulting with the responsible faculty member in advance.
